Coneflowers!

The tufty male flowers at the top produce huge amounts of pollen which is blown in the wind to fertilise the pink female flowers which become the familiar cones which contain the seed, or pine-nuts.

("Coneflower" is a term usually associated with Echinacea species of herbaceous perennials. It is often used to bulk-up proprietary herbal teas, along with hibiscus.)
