Derelict Thursday : proud woman

I saw this empty lot behind a building downtown.  It has been fenced off (to keep the public safe, I am sure.) but I found access from a parking lot for an electrician's company.  

After I downloaded the photos, I saw that someone has placed this statue on a pole - it is of a woman.  I don't know who did it or what they mean by it - but it heartens me to know that there are people doing this kind of thing here in my town.  It's something unexpected.
