Two complaints

This is one of the four hanging baskets I assembled in late May. I reckon they always look their best around this time of year.

My first complaint is that the intention was for the flowers in this year's baskets to be all white.  That is what I thought I had bought, from a local prize-winning garden centre.  It turns out that almost the trailing lobelia produced red flowers.

My second complaint is that on 15 July the weather was sunny and dry.  That was St Swithin's Day. According to tradition, the weather on his feast day will continue for forty days. Well, it hasn't. It rained yesterday. It is raining heavily today and more is forecast for the rest of the week. To whom should my second complaint be addressed?
