The Creative County.

I used to live in Bedfordshire which called itself The Progressive County and I never found out why. The only progress I ever became aware of was The Pilgrim's Progress by John Bunyan, a native of Bedford.

Today I came across this sign. Staffordshire is apparently a creative county but I have absolutely no idea what the sign could be alluding to.
