Another mystery

Once again Hilda's garden has surprised us with another flowering shrub. This one is about 5ft tall and is covered in a mixture of greenish-yellow buds, yellow bell-shaped flowers and heads looking like a bad hair day!
Can anyone put a name to it, please?
