Doing drugs legally

At a conference about drug policy and we popped out for lunch at a lovely vegetarian cafe. Discovered they have over a 50 different loose teas some of which you can see in the tins in the pic.

I ordered Gunpowder tea with Mint that was paired with my dish and it arrived in this wonderful glass arrangement. Lovely!

Guess all drugs could be sold and managed like this?
