Budget - again

This was John Swinney's 9th Scottish Budget - nine occasions on which he has balanced the books , stretched resources and sought to drive forward a progressive agenda focused on equity .

For most of those budgets he has been opposed not just by the Tories but by Labour, and so it was again today.
