How low is too low?

This is what will be the bathroom window and this is the height it needs to be to be in line with the bedroom windows. The builder thinks it might be too low, but I'm not sure my ocd will let me have them at different hights.
I think we are going to stick with it so I just hope we don't have pervy neighbours!
