Wasted, or re-used?

I was in Sundsvall today to check out the new campus and came across this heap of soil and flowers.
Like many towns Sundsvall likes to beautify itself and as soon as possible flowers are planted into beds, pots, roundabouts etc.  First out are always pansies because they are tough enough to survive even a really hard frost. However, once the risk of frost is gone they are pulled up and discarded, to be replaced by summer flowers.
This seems a waste, because they are still in full bloom when they are replaced, but at least they go into the compost.
The new campus? Well, the buildings are all there but so is a lot of scaffolding and the place still looks more a building site than a university. We live in hope!
