What is it?

Got out to work this afternoon. Only 2 hours after long hot drive. Parked on street and saw all trees on it were these fascinating creatures. Will have to find out what they are.
Lovely drive home through beautiful countryside as lots of woods and lakes offering relief from the yellow/brown fields and lawns. The hot sun goes on and on.
