This is the upside down bird, aka the nuthatch, usually seen clinging to the trunk of a tree with its head down.
In fact, that is exactly the position I first saw this bird in, although it was on a telephone pole instead of a tree trunk.
When it took off, I was surprised to see it land on the wire - didn't know they could do that with such long toes!
