He was born in New Jersey, lived in NYC at the time of 9/11. Left shortly thereafter to join a "non-specified" government agency in D.C. A good guy, with a broad smile though the beard hid most of it ;)

He was enjoying the local 'Carnival of Chocolates' -- an event that I, for one, just couldn't pass up: chocolate in all its various forms, from cakes to ice cream and chocolate fountains (see extra). The little tyke in the stroller (extra) certainly seemed to have gotten his fill of the sugary stuff ;)
