What is this?

It is a Zweegers Haybob, much more than that I cannot find out. There are a few on e-bay and it is possible to get manuals but I have not found anything else.
We parked in Garnier Road and walked into Winchester. As we walked along the water meadows on old tractor was using this in one of the meadows to cut and turn the grasses. So the simple answer must be a mower but as it seems to turn the hay at the same time there must be more to it than that.
There is a photographic exhibition in the City Mill, some good photos but I have to say some of the blips on this site would rival them.
