Drainage? Huh!

This is what the road below our house looks like, after the recent rains. The engineer responsible for rerouting the river between concrete walls obviously knew nothing whatsoever about drainage. The river is already heavily silted up, while the rain that falls on the surrounding area isn't channelled into it, due to bad design, and gouges great ruts in the road.

I've just read that Brazil tops the list of countries in which people have to work most hours to pay their taxes (2,600). Source - World Bank. We also have one of the highest levels of taxation. It would be really cute if the government would actually put some of that money to good use, instead of wallowing in corruption (we probably have one of the highest levels of that too).
