Bungling bureaucrats

Hundreds of emails, phone calls and in person negotiations later we are still going over the same &@$ing issues and the work on the apartment stops and starts, getting strangled by bureaucratic bungling.

Finally after months of jumping through hoops, the insurance guys provided what is only just an acceptable solution. Now the onsite management, who we, the residents pay for providing services are being obstructive in particular Damian. They want daily deposits from the builders for the use of the lift which is maddening. Had they applied this rule and other by-laws with G1701 and monitored the excavations and extensive work carried out in there, my place would never have been damaged and require these repairs.
But they see no irony in this.
How can entire operations be so inefficient? Do people not go mad turning up to work only physically, delaying the inevitable, applying rules in an ad hoc way, contradicting themselves, feel no shame in blatantly lying and worst of all have no pride in their profession?
