Is this what you'd call a killer shoe?

I am on the hunt for winter school uniform for C. The kilt they wear costs over $100 new so second hand would be better.....If only there were any available. I think maybe the move to a new school and perhaps new uniforms is making people less inclined to buy new in the interim..... they are as scarce as hen's teeth. However I did find these curious shoes in one op shop. Could be fun to imagine who would wear them and where they may go in them.
