Soil sterilisation

I drove Mr F into Saintes for a meeting this morning and had a wander round by myself for a few hours when I spotted this going on outside the Palais de Justice.
I've heard of soil sterilisation but never really gave any thought to how it was done, but now I know!
No wonder the flower beds here are always so immaculate with never a weed in sight!
