The developers are testing the ground. Literally.

Our fields and walks are to be lost under 20000 houses.

I can remember when these houses were built, on a brown field site. Lots of brown field sites around here, but they take a bit of work to build on. Green fields are cheap to wok on and they get permission. So our green and pleasant land is eroded for no good reason.
