Shades - Cultural blip point of interest

These long shades are hung in the most important streets of my city to protect people from the strong sunshine during the summertime season.
I think it is a very good idea, but I am afraid it is not enough to encourage people to walk below them!
This is the city centre on a Saturday morning in summer!!
