What is it?

I was putting back the bins today into neighbours' gardens and I saw this bush. It must have been there a while, just because of the size of it. But I would honestly tell you I've never seen it before!

3 distinct parts to each branch - the plain long branch, then it looks like someone has tried a craft project with pine cones and then the flowers which are actually tiny yellow things among the tall pink fronds.

Anyone got a name for it?
