Under the Pier

Someone left a series of these metal wind catchers hanging from the edge of the wharf. They were a lovely surprise, turning in the morning breeze. The round ones appear to be made from tin cans, but the lines are so precise--I can't figure out what kind of tool you would need to cut so accurately.
