Difficult
Parish council has bought a strip of land on the edge of the village. It has and sold it on as 5 home plots to various individuals, having put in the services and redone the road.
Germany rarely has the UK commonly seen system of a developer doing a large estate. Here it is almost all single lots sold directly in single lots. Good councils will give discounts to residents of the parish eg the young who have lived here.
While just like the UK there is an enormous pressure to build homes especially in the towns and cities, I do wonder if it always needs to be green field sites. Sadly Germans tend to want build new and the market for old houses in need of restoration is not popular. Many of the older houses are former farms with very large houses often 30% for living and 70% cow stables. It takes a bit of imagination to take on such a restoration but many of the old stables are actually very attractive.
