Like fish out of water

This sculpture(?) caught our eyes as we walked across the Abbey meadows, the sun was reflecting off one or more of the metal fish hanging from chains and a frame quite high up in this tree, the whole thing moving gently in the slight breeze.
There is no information about it, but it is close to the spot where a young lad drowned a couple of years ago.
