Who owns me?

For years this black and white cat comes every evening and finishes off Taz food.
Then he waits for more. But we have no idea who he belongs to, if anyone. He seems semi feral and attempts to stroke him fail.

Tonight is different. He refuses to eat and just sits there.
What to do? He looks ill.
