Underneath the archway - postmodern style?

I' m back after some lumpy Life moments, so will catch up with your news over the next few days...this rigid archway is a mystery to me in a world that has octagonal, round and star shaped steel constructions ...as Blippers well enjoy! Quite a symbol of the habit in some OZ institutions to 'hang onto the past' methinks.
