Unusual habitat

Last week I focussed on the invasive Himalayan Balsam growing on a local river bank. In a different location I have discovered another specimen fully 4 feet tall growing out of the dried up river bed containing nothing but rock and stone. What chance is there of eradicating it when it grows in soil?
