Icing on Top

No, not icing or even frost, although there was plenty of that today. This is resin, which is a 2nd cousin to superglue and if you get it on your hands, you're in trouble! No idea what the purpose of it is, but it looks cute on top of these cones. No idea what kind of tree it is either, other than a pine tree. Can anyone identify it?
