Electric shock!

Why do they manufacture bits of plastic to fit over plugs on new electrical appliances, just for them to be taken off and thrown away?

Rather than recycling them (directly into the sea to feed them to whales, of course), Mr PP is wondering if they could be used as anti-snoring devices. He nose a thing or two! Whadderyathink?
