It's quite a bit older than America.
America came into being because its rather forward-thinking population decided that taxation without representation was not an entirely fair way to govern a country. Bloody British!

Oddly, here and now in the 21st Century, the British government seems to think it is OK to tax its population at the same time as gagging their elected representatives.

High time for a revolution my friends.
