pass' free area

Had a day trip to Nagano for the first time in ages. The main purpose was to travel on Oito Line connecting Itoigawa, Niigata, and Omachi, Nagano Prefecture.

Had a rather late lunch at Minami-otari. At the station I captured this just before getting on the next train heading for Matsumoto. 

It seems they offers a kind of travel pass that is valid on particular lines on the map. I'm not sure if the wording pass' (with the apostrophe) is appropriate. Still I can see what is intended in the notice.
