Best High St

I was in Belper today to get a couple of new tyres fitted to my car and so had a stroll up King St (the High St) where there was plenty of self congratulatory signs on show. The town was last week awarded the best High St in England. I think it was in 2015 when it won Britains best High St so does that mean it is on a downward trend? Actually it shows the effort and new initiatives the local shops keep coming up with to keep it a good place to go to. 
Belper is a historic mill town that has transformed into a growing commuter town, it has its fair share of charity shops on King St, as do most High St today but it also has more independent shops and cafes than most, including top class local butcher, baker and greengrocer as seen in my blip.
