Quite a Shock...on the Fishing Dock

This is the third time I have seen this...in ten weeks. What is happening?

People (all 3 were men) fish off the dock, using small fish as bait. The line is cast, the pelicans see the fish, dive in after it, and end up with the hook caught in their mouth or pouch.

Then, two things can happen. 1.The inconsiderate fisherman is annoyed, and simply cuts his line, leaving the pelican with the hook still attached. 2. You "reel" in the big bird, grab the bird by the beak, and carefully extract the hook.

To their credit, the two young men did the right thing. In fact, after freeing the bird, they even gave the pelican the bait.
