Target Arnside

At the bottom edge of Yewbarrow Wood in Grange there is a small observation tower with a near life-sized statue of an Archer aiming at Arnside.  It is in private grounds so I have not had access to read a plaque, should there be one.  Does anyone know its history or who it may commemorate?  I can find nothing on Google or the books I have on Grange.
