In Korean society, making a statement like this, and in such bold fashion, holds more sway than you might think.
In a recent survey, Koreans topped a poll of those who feel money is the most important sign of success. High status, keeping up with the Joneses and having the latest material trends is a big part of life here, as is projecting the 'right' image. Korea rates number one in the world for plastic surgery, and many go under the knife in order to either boost their romantic chances, or improve job prospects (CV's and job applications here usually carry a photograph of the applicant).
I've also talked briefly before about the stiflingly competitive nature of Korea's education system , where the lives of most kids are dominated by constant study.
For many, achieveing these goals becomes all life is about (Korea also has the longest working hours in the world), so it's great to see statements like this defiantly plastered around town.
The women in the picture were clearly doing their best to abide by the advice, laughing, gossiping, and generally seeming in great spirits.
They appear to have grasped that most important of notions; that life isn't really about trying to get all that you think you need, but rather about enjoying what you've got.
