Wet Paint? Everything is wet!

A rather dull wet day to be honest.  I took a walk into Wantage Town Centre for a break, and to post some letters.  The pavements in the town centre are now littered with galvanised metal cycle racks.  There are enough for a couple of shops worth of bikes.  I have never seen one being used for its intended purpose; although there are rumours that two bikes were seen using the racks, on one day!  They do rather reduced the space for pedestrians, if they want to maintain a social distance.

There was a laminated sign next to one of the racks by the Post Office.  I don't know what it was referring too; as everything was saturated!
