Hawk Identification

Every time I think I've got hawk species identification figured out, I'm challenged again.  This one doesn't appear to have the red-tailed band of dark streaking on the breast, so I figure it's a red-shouldered, perhaps a juvenile?  I would appreciate your thoughts!
