Still the waters rise.

The local gossip suggests that a flood alarm on one of the rivers failed to go off.  There's a suggestion that this is related to staff shortages.  I can't verify that.  

However, in October 2013 on the very weekend that Storm St Jude struck the UK triggering 140 flood alerts, the Environment Agency announced a 15% cut in staff.
