Where did Council go?

I haven’t been to the Shire Council building for months. When I had to go today I was disconcerted to find it wasn’t there. Well, it is there, but hidden behind fencing and scaffolding and what looks like a lengthy refurbishment.
 
Once you find the temporary entrance and navigate a path through the scaffolding, the murals promoting Southern Highlands attractions, like Highland cattle (extra), are still there, but they have been put to a different use.
