Fast Train to Gross-Zimmern?

Some people are thinking of (re-)building a tram track from Darmstadt to Gross-Zimmern. Whether that makes sense or not is something for a rainy day.
During my hike close to the projected track I noticed this. Was that the German fast train, known as ICE? Were they already testing the track?
How could I have been so silly to believe that? I know the track is not electrified (yet), so no ICE can use it. Apart from that, there are no rails either!
