Strange happenings!

I was waiting outside the vets while Jonty had his booster jab. The police car was already parked there, in the vets car park, when we arrived but then the police came out of the Hadwen Medical Centre Opposite, with the chap in the red top in handcuffs. My first thought was abusive/threatening to the surgery staff. He was put into the police car and, after about 10 minutes, an ambulance arrived. The police then let the man out of the car, without handcuffs, 
The police, Ambulance crew, man and another man, who had turned up for some reason, all stood talking. Red top man rolled a cigarette, wouldn't at all surprise me if it wasn't a spliff.
Then the ambulance crew took the man into the ambulance and off they went!
It's a real mystery, maybe he was making a fuss in the surgery because he couldn't be seen and he could have a real problem. If this is what happened then the police would have no choice but to let him go to hospital for treatment rather than arrest him for whatever.
Any police, or criminal theorists, out there with other theories?
