Upstairs, Downstairs

Water bird society must be very complicated. I wonder what the rules are for who gets to use the (upper) railing and who has to make do with the (lower) deck. It seems that only pelicans are allowed to perch on the railing. Some pelicans, and all seagulls, have to make do with the deck.
