In response to a question from Kendall

This street is all accommodation for people who would otherwise be sleeping rough. I don't know the full story but I get the feeling that all residents are at various stages of recovery from substance abuse or addiction. There appear to be no indoor reception areas. All rooms have a single occupant and I assume shared cooking and bathroom facilities. I was careful to take this from an angle to avoid catching the group of three residents who were conversing together outside on the doorstep of one of the houses. I got the feeling they all have quite a way to go before they can live without rules or assistance.

But I don't know any of this, it's just what I have absorbed from the available evidence.
