Birthday Hydrant

Walking to the gym this morning, I spotted this fire hydrant celebrating his birthday. Who knows, it wasn't really a birthday, but someone plopped a party hat on his knobby head. Portland is a very weird city, the motto here is "Keep Portland Weird".
