Penguin?

This little person spent a long time preening whilst hopping about chirruping ... clearly calling for a friend to join him.. and bottom left seems to be who turned up.  I have no idea if this is his missus or a youngster.  I thought both male and female pied wagtails were pretty much the same colouring so I am wondering if this is actually a young one from last year? If anyone knows I would love to be told.. in the meantime his penguin impression was almost convincing!
