Mega scaffolding

We have our garden back this afternoon. The robin was pleased as it was picking up grubs when my husband dug the ground in the corner where Duncan has been working. He finished just before a heavy downpour but we have had several showers since then. The great tits begun nesting in earnest today. 
I went to post a large letter this morning and on the way back I took this photo of this scaffolding. It covers a large house with a flat roof but we can’t make out what is going on, it’s been there a while already. I looked at local planning but nothing came up there.
We can barely see the sea as we walk along our local promenade. To get extra income, the council have given work to the shed company to erect extra sheds, posing as beach huts, but not even painted. They are being let short term at an extortionate rate. You would want a refund if you booked a week like this week.
