What is "Fu Fang Ban Lan Gen Ke Li"

I "own" about 10 geocaches on a 10km circuit round our village. Every so often you have to check on them to clear out  rubbish and make sure there is enough log paper. Some people like to leave small toys to "swap"  for any children who visit. You are not supposed to leave edible items.  The extra shows the items I removed from the containers .  I'm wondering what is is "Fu Fang Ban Lan Gen Ke Li". What is Tincture of Matricaria? And the blue stamp has made everything in the container bright blue; thanks to whoever thought that would be a nice "swap" .
