Not following instructions

In case the perspective is unclear: This is where the sidewalk meets the gutter outside my house; the gutter, as the label says, leads to a pipe that drains into the San Francisco Bay. Despite the label, somebody has dumped a small amount of refuse exactly where it’s not supposed to go. My first impulse was to blip the contradiction. Only belatedly did I think that I should also pick up the refuse.
