Who can pass ?

Tonight I went again to see how far they have progressed with the road works.
It would take until 20 November before these road works are completely completed.
I actually wanted to photograph the sunset, but then saw these two signs.
Think it's comical. Would cyclists and moped riders now think that they can cross the road here? A bit redundant these two signs or are the others stupid. No idea. haha.
The sunset can still be seen in the background. I still have a picture of him.
