This is part of the Crossrail project constructing a new E-W rail line across London. Trouble is the line at this point down in that hole is going N-S. I reckon those construction workers are having a meeting to try and work out how they made that mistake and whether they can somehow twist the line round a bit to get it back to the correct orientation.
