Council cuts or Wanlockhead Bobby

Walked over to Wanlockhead to deliver Library minutes and noticed this lady sunning herself after partaking of some very lush grass. So I couldn't decide whether the council cuts had led to a more traditional form of grass maintenance or else it's Wanlockhead's equivalent of Greyfriar's Bobby, presumably the grave is of a local herd?
